I have a work from home resource site, and I wanted to know, when you are linking to a website strictly for SEO purpouses, does your link have to be in html format or can you just use www.mywebsite.com format or does it matter at all?

I would prefer to use anchor text linking. But heavy link building with the same anchor text may be penalized by the SE. So it is wise to use different anchor texts.
